PHC Hub User Guide (v. March 2018) |
PHC Hub evaluates the MSH-4 segment to identify which organization to import data as and allows a specific user type associated with that facility to submit on their behalf. You can create a global submitter that enables you to submit for multiple providers.
NOTE: If a Provider Assigned Name (Namespace) is not submitted, the NPI ID may be in either MSH-4.1 or MSH-4.2. If both are provided, priority goes to the NPI ID. |
To create a global submitter, you must first log on to IWeb as a user with administrative access. Click the Administration menu link, then locate the User Management section on the page and click Search/Add User. On the Web User Search page that opens, enter a username in the User Name field and click Search to ensure the user does not already exist. If the username does not appear in the list, click the Add button (located under the search results list, on the right side). Enter at least the following information and then click Save:

Password | Enter the password twice (in the first field and then again in the verification field). |

Access Level | Select No Login from the drop-down list. |
Permissions | Select the Global Submitter and Upload HL7 Access using CTRL+Click. |
You can create a new organization or edit an existing organization to use the global submitter. The following steps create a new organization in IWeb and assign the global submitter to it.
To create a new organization, click the Organization (IRMS) > Search/Add menu link. Enter the organization name in the Organization (IRMS) Name field (after which the option is automatically selected) and click Search, to verify that the organization does not already exist. At the bottom of the search results list, on the right side, click Add. The Organization (IRMS) Maintenance [Add] page opens. Enter information in at least the following fields and click Save:

Organization (IRMS) NPI ID | Enter the unique 10-digit national identification number located in MSH-4.2. The NPI can only be defined at the organization level. |
Organization (IRMS) Provider Assigned Name | Enter the unique namespace assigned to the provider/trading partner located in MSH-4.1 (the equivalent of Namespace). |
Organization (IRMS) Authorized Global Submitter | Select the name of the global submitter from the drop-down list. |
Street Address | Enter the organization's street address. |
City | Enter the organization's city name. |
State | Select the organization's state from the drop-down list. |
Zip Code | Enter the zip code for the organization. |
County/Parish or Borough/Census Area | Select the organizations' county, parish, borough, or census area from the drop-down list. |
After creating a global submitter and assigning it to an organization, assign an import profile to the organization.
To create a new import profile for an organization, open PHC Hub and log on as an administrative user for the organization you want to use with the global submitter. Click the Import Profiles > Create New Profile menu link. (If you are editing for an existing organization, make sure you edit the first profile listed for the organization. Only the first profile is used to validate globally submitted messages.) Enter a name for the import profile and select the appropriate template from the Template drop-down list, then click Create.
On the Edit Import Profile page that opens, select the Enabled option. In the Update Settings section on that page, on the General tab, select both the Patient and Vaccine options for the Import Data field, then click Save.
The following are examples of successful messages when using the global submitter:
